sentence passed upon him was out of all proportion to his
crime.
Sir E. Grey entirely concurs in the views expressed in
the 5th. paragraph of your letter. A British subject can
only be surrendered from China to Hongkong under the pro-
visions of the Fugitive Offenders Act and the suggestion
that a Chinese official should act as a sort of assessor
in a British tribunal trying a British subject could not
for a moment be seriously entertained.
Sir E. Grey sees no objection to the proposal respect-
ing the furnishing of particulars to the Viceroy of Canton
referred to in the latter part of paragraph 2 of Sir F.
Lugard's despatch.
A copy of your letter and of this reply will be for-
warded to His Majesty's Minister at Peking in case he may
wish to offer any observations upon the matters therein
referred to.
